Decidiram começar a vender ações de empresas dos EUA a investidores na Rússia, mas não tiveram sucesso. Mavrodi então criou o MMM-Invest, que tinha como objetivo recolher dinheiro durante privatização de empresas… mas não teve sucesso.

Em 1994, depois de várias tentativas falhadas, Sergey Mavrodi criou um novo ESQUEMA PONZI de conseguir o dinheiro de pequenos investidores e prometeu um retorno anual superior a 1.000% de lucro. Esse retorno era impossível, mas devido ao estado da economia Russa, muitas pessoas entraram enganadas.

O golpe cresceu tão rápido que em fevereiro 1994, a MMM estava pagando dividendos de 1.000%, usando o dinheiro dos novos OTÁRIOS. Para atrair mais OTÁRIOS, começaram a gastar o dinheiro em anúncios de TV e conseguiram continuar a crescer. Isto fez com que o público começasse a acreditar, apesar de na realidade ser um golpe, e muitos OTÁRIOS começaram a comprar mais ações do golpe pensando ser seguro e lucrativo.

Mais pessoas começaram a investir. O golpe ganhou tanta popularidade, que começou a oferecer viagens grátis no metro em dias específicos.

Muito pouco tempo depois, o ESQUEMA PONZI estava a movimentar cerca de 50 milhões de dólares por dia. O dinheiro recebido dos OTÁRIOS era tanto, que não conseguiam contar e por isso, tiveram que guardar em quartos e contar os quartos.

A 22 julho 1994, os escritórios da MMM foram fechados pela Polícia por fraude. Sergey tentou continuar com o ESQUEMA PONZI por mais alguns dias, mas acabaram por parar. O golpe tinha uma dívida equivalente a 26 milhões de dólares em taxas.
